Be it enacted by the Senate and House of Represent-atives
in General Assembly convened;
That whenever any company or regiment
of the national guard of this state, ia the ef-fort
to perfect themselves ia markmenahip

free of expense to the state, with arms suite,
ble for such purpose, other than those now

PROPOSED AMENDMENT TO TH* CONSTITU-TION
RELATING TO SPECIAL LEGISLATION.
Resolved by the house of Representatives:
That the following be proposed as an amend-ment
to the oonetitution of the state,which,
when approved and adopted in the manner
provided by the constitution, Jjhall become
— a pert thereof, via.:
Tbe general assembly shall pass no special,
local, or pi^vata acts ia any of the following
caasea, viz.:
Conferring special privileges, corporate
powers, or exclusive privileges or franchise
to any private corporation, association or in-dividual.
Locating or chenging county seets.
The opening end conducting of elections or
designating places of voting.
Conferring city or borough franchises upon
any community.
Altering the chapters of any existing city or
borough.
Dividing eities into wards.
Creating, increasing, or decreasing fees,
commissions, or salaries of publio officers dur-ing
the term for which such offioers are elect-ed
or appointed.
Granting to any corporation, association or
individual the right to lay down railroad
tracks.
Authorizing the sale of lands, thf probate
of wills, or tbe issuanoe of letters of adminis-traiion.
The general assembly shall pass general
laws providing for the cases above enumer-ated.
Resolved, That the foregoing proposed
amendmt to the constitution be continued to
the next session of the general assembly and
be published with the laws passed at the pres-ent
session.

CONCERNING TOWN REPRESENTA-TION.
Resolved by the House of Representatives :
That the following be proposed as an
amendment to the constiution of this state,
which, when approved and adopted, in the
manner provided in the constitution, shall be-come
a part thereof, viz:
"That the house of representatives in the
general assembly of this atate shall consist of
one member from each town."
Resolved, That the foregoing proposed
amendment to the constitution be Ooatiaaed
to the next session of the general assembly
and be published with the laws panned at this
session.

PROPOSED AMENDMENT TO THE CONSTITU-TION.
RELATING TO SENATORIAL DIS-TRICTS.
Resolved by the House of Representatives:
That the following be proposed as an amend-ment
to the constitution of tins state, whioh,
when approved and adopted in the meaner
provided by tho constitution, shall become
a part thereof, vis.:
Sec. 1. From and after tho Wednesday after
the Ant Monday of Jannary. 1879, the senate
shall consist of not less than twenty-seven sad
not move then thirty-one members, who shell
be elected at the electom' meetings hold on
tbe Tuesday after the first Monday ia Novem-ber.
Sec. 2. The general assembly which shall
be hekf on the Wednesday after the ftrat Mon-day
of January, 1878, shall divide tike state
into senatorial districts as hereinafter provid-ed.
The number of such districts shall not
be less than twenty-seven nor more than
thirty-one, and each district shall eleet one
senetor. The districts shall always be com.
posed of contiguous territory, end in forming
them regard shell be hed to population i s the
several districts, tbat the same may bo as
nearly equal ee possible under the limitations
of this amendment. Neither the whole nor
pert of one county shall be joined to tbe
whole or part of another ooanty to form a
distriot No town shall be dividsd unless for
the purpose ot foimwgmore than one dis-trict,
wholly within sneh town. No oounty
shell have less than one senator. The gen-eral
assembly held in Jannary, 1878, shall
have power to divide the state into districts
as herein provided, except by adopting such
pfca of division as shall be agreed upon by
the majority of a commission, which shall be
sleeted by the general assembly held in Jan-aery,
1877; such commission shall consist of
sixteen members, two from each oounty;
they shall be sleeted by ballot in joint con-tention
of the two houses; end no member
of sneh convention shall vote for more than
eight members. Sneh oommisslon Shall meet
faff the purpose of their appointment at some
time aad place to be designated by the gov-ernor,
aad shall report to the next ganeral as-sembly
before the eighth day of its session.
Aay vacancies at any sessions of said com-mission
shall be filled by thossjhoiubcTs who
